Nuvabill vs FOSSBilling
Both are free, open-source and self-hosted, and neither has reached version 1.0 yet. They differ in license, in which control panels, registrars and gateways come built in, and in how they were started.
The short answer
FOSSBilling is a community project that began in late 2022 as a fork of BoxBilling. It is licensed under the Apache 2.0 license, which lets you change the code without sharing your changes. Its own documentation calls it usable but still under active development, before 1.0. It has a wide set of modules, such as announcements, a mass mailer, a form builder, and downloadable and license products.
Nuvabill was written from scratch for hosting companies by RapidNet Ltd, on Laravel. It is licensed under the AGPL-3.0, which asks you to share your changes if you run a changed version for others, and the "Powered by Nuvabill" credit must stay visible unless you buy a White-label License. It puts more in the core download for hosts: VPS management, more registrars, a WHMCS importer, taxes, a wallet, affiliates and Iraqi payments.

When Nuvabill isn't the right fit yet
- You want the Apache 2.0 license, for example to keep your own changes private.
- You do not want any credit link on your client area and do not want to buy a White-label License.
- You run HestiaCP or CWP servers.
- You need announcements, a mass mailer, a form builder, or downloadable and license products.
- You charge saved cards automatically at renewal, or need a knowledge base.
- Your emails and PDF invoices must be in your clients' language.
When Nuvabill is a good fit
- You sell VPS on Virtualizor or Proxmox VE and want clients to manage them in the client area.
- You are moving from WHMCS and want a built-in importer that keeps client passwords.
- You need taxes by country and state, quotes, a client wallet or an affiliate program.
- You need local payment methods: Iraqi payments with FIB, FastPay and Wayl are included.
- Your clients read Arabic, Kurdish or Hebrew and need right-to-left pages.
